Mission purpose

Independently and impartially assess the electoral process against the applicable rules and procedures. Observation contributes to transparency, credibility and improvement; observers do not administer voting or certify results.

Conduct

Remain neutral, respect accreditation conditions and secrecy, do not campaign, interfere, handle ballots or issue instructions to officials.

During opening

Check identification, materials, opening time, readiness, accessibility and procedural controls.

During voting

Observe queues, identity verification, privacy, impartiality, materials handling, complaints and any intimidation.

During counting

Observe closing time, reconciliation, counting, safeguards and result handling as permitted.

Incident reporting

Record who by role, what, when, where, sources, direct evidence, how it was handled, and whom was informed. Distinguish observed fact from allegations. Escalate to the mission coordinator.
